Our procurement processes are carried out within EU procurement and tendering legislation:

EU procurement legislation and competitive tendering

Tube Lines’ procurement activities are governed by EU procurement rules ensuring that both current and potential suppliers are treated fairly, objectively and without discrimination. We competitively tender requirements for works, supplies and services within EU Procurement Directives with a value of £20,000 or more but in exceptional circumstances single sourcing may be used. Contracts with values above the EU thresholds will only be single sourced within the provisions of the legislation.

For lower amounts, single-sourcing will occasionally be carried out where there is only one known supplier of the required supplies or services or the cost of acquisition is outweighed by the value of the supplies or services.

How we find suppliers/contractors
Tube Lines uses Link-Up as its primary source of contractors/suppliers. When additional suppliers/contractors are needed, Tube Lines publishes OJEU notices or may seek companies through a variety of other routes for low-value transactions.


Financial transparency

The Prime Minister and the Secretary of State for Communities and Local Government launched an initiative to promote transparency in the public sector by requiring the publication of information on expenditure. The Mayor of London, Boris Johnson, has endorsed this requirement in respect of both the Greater London Authority and Transport for London (TfL).
