Andrew has responsibility for preparing for the first periodic review of the London Underground PPP contract which is scheduled for completion in 2010. He will ensure that Tube Lines works with London Underground to plan and cost its work programme up to 2017. Regular reviews were built into the PPP contract to ensure that the changing needs of London can be met. Responsibility for other commercial activities, including managing the contract with London Underground, asset management and legal services also fall under Andrew’s remit as Commercial Director. He and his team lead the business-wide effort to deliver cost efficiencies, to ensure Tube Lines delivers good value for money. Prior to this, Andrew led the management of the PPP service contract, and headed up the assurance regime that ensures the work that Tube Lines carries out is completed both safely and compliantly. He also took the lead in the management of the relationship between Tube Lines and the PPP Arbiter, and Tube Lines’ seconding parties. Before taking on the assurance and contracts role, Andrew managed the integration of four companies into one, when Tube Lines was formed in 2003. Andrew has a commercial background in technical, business to business sales and marketing and joined Tube Lines from Infraco JNP where he was the Head of Commercial Planning. In this role, he was responsible for investment, asset and risk planning and PPP Contract management. As a result of this work, he was seconded onto a team working for the Secretary of State to better understand and communicate the benefits of PPP. Andrew's career also includes time as a management consultant, and a number of years in marketing and general management with Otis.
