The Partnership

The Public Private Partnership (PPP) for the London Underground combines public sector management of the network with the best private sector expertise in maintaining and upgrading the infrastructure. It is governed by a contract which includes details of performance requirements and upgrade deadlines. The full contract is available online.

London Underground is responsible for the overall strategy and management of the Tube network, as well as passenger-facing activity, including the operation of train services, ticketing, fares and travelcards, timetables and the closure of lines and stations.

Tube Lines is responsible for the maintenance and upgrade of the Jubilee, Northern and Piccadilly lines, including tracks, signalling, stations, bridges, embankments, trains and tunnels. The priorities of this modernisation programme are determined by London Underground.

Other Underground lines are the responsibility of London Underground.

 

Delivering excellence throughout the lifetime of the contract

To deliver excellence throughout the lifetime of the contract, Tube Lines has developed a concept which we call supplier independence. Each and every contract let by Tube Lines is rigorously and competitively judged for quality and value thereby ensuring that we not only get the best technology and equipment today, but also deliver the same standards and industry-leading approach in 30 years time.

We are also developing long term relationships and framework agreements with suppliers and contractors that will bring significant benefits. This option was much more limited in the past because of short term funding issues. Not only does this enable us to further strengthen our focus on health, safety, quality and the environment, but through a partnership approach we ensure that all sides benefit from improved long term planning and improved performance. Our suppliers’ performance is increasingly being targeted in such a way that they fully support the output commitments we have given to London Underground.
